Job Summary
Onyx Government Solutions is seeking experienced Senior Data Architects to support the Defense Logistics Agency (DLA) Strategic Data Capabilities Division (J6TF).

This is substantive data strategy and governance work, not a maintenance or sustainment role. You will develop enterprise data strategies, build governance frameworks, manage metadata per DoD standards, assess data quality across enterprise systems, and support development of DLA's analytical platform architecture.

Work Location:
Remote / Off-Site (primary) with periodic travel to Fort Belvoir VA, Richmond VA, Philadelphia PA — up to 24 trips/year

Key Responsibilities: 
 
  • Develop and maintain enterprise data and analytics strategy documents, roadmaps, and improvement plans (including POA&Ms) for DLA J6TF
  • Design and support an enterprise data governance framework — governance structure documentation, data ownership assignments, data stewardship roles, and operating procedures
  • Manage metadata per DoD standards, including DoD Metadata Registry (DoD 8320 series) and Net-centric Enterprise Services requirements
  • Provide architecture recommendations for DLA analytical platforms — data ingestion, storage, processing, and delivery layers
  • Support enhancement of DLA's Enterprise Data Warehouse (EDW) — logical and physical schema design, data source integration, and analytical layer development
  • Develop data dictionaries, data inventories, and data lineage documentation across DLA's multi-system enterprise environment
  • Identify and register authoritative data sources across DLA data domains; document authoritative source designations per governance policy
  • Conduct data quality assessments — profile source data, document quality issues, and produce remediation recommendations
  • Support data governance working groups and data stewardship council activities — facilitation, briefings, and deliverable preparation
  • Develop and maintain artifacts including logical data models, conceptual data models, metadata management plans, and enterprise architecture alignment documents
  • Prepare monthly progress reports, IPR briefing charts, and deliverables for COR review

Required Qualifications
  • 5+ years of experience as a Data Architect, Enterprise Data Architect, or equivalent technical role
  • Experience supporting a Chief Data Officer (CDO), enterprise data governance office, or equivalent organizational function in a federal agency or DoD component
  • Demonstrated experience developing enterprise data and analytics strategy documents, data management frameworks, or data governance charters
  • Experience with DoD metadata management standards and data policy — DoD 8320 series, Net-centric Enterprise Services, or equivalent federal data standards
  • Experience designing or enhancing Enterprise Data Warehouses (EDW) — logical/physical schema, data flow architecture, multi-source integration
  • Proficiency with data modeling tools: ERwin, SAP PowerDesigner, ER/Studio, or equivalent enterprise data modeling platform
  • Experience developing data dictionaries, data inventories, and data lineage documentation across complex, multi-system environments
  • Experience identifying and designating authoritative data sources, conducting data quality assessments, and producing remediation recommendations
  • IAT Level II certification (per DoD 8570.01-M / DoD 8140) at time of start — qualifying certifications include: CompTIA Security+, CISSP, CCNA Security, CySA+, or equivalent from the DoD-approved list
  • Active Top Secret clearance (IT-I Critical Sensitive / T5) required at time of proposal submission — no exceptions

Preferred Qualifications
  • Prior work within DLA, DoD logistics, or a defense supply chain data environment — familiarity with DLA data domains (procurement, distribution, disposition, reutilization) or DoD ERP data structures
  • Experience with Net-centric or Data-as-a-Service (DaaS) architectures aligned to DoD enterprise data strategy
  • Experience standing up or supporting data stewardship councils or data governance working groups in a federal environment
  • CDMP (Certified Data Management Professional) or TOGAF certification — strong differentiator for proposal evaluation
  • Familiarity with DoD Enterprise Architecture frameworks (DoDAF, FEAF) and their application to data architecture deliverables
  • Experience with data quality tools, metadata management platforms, or enterprise architecture repositories (e.g., Sparx EA, MEGA, Collibra, Alation)
